Shortcuts icon issue with Vista

I am running Windows Vista, I noticed everytime I create a shortcut with IE of a website, it creates it within a white box (as seen on the picture) with the actual icon inside. I have tried a lot of things, one of them being refreshing the icon cache that someone suggested might of been corrupted but it did not help.

Creating a shortcut of a website will create icons like that. It is the same on my desktop, just tested it. I take that is the way windows wants you to know that it's a shortcut to a webpage.
