Remotely accessing a Computer

Currently I'm engaged in a bet with one of my roommates on whether or not I can remotely run some programs on his computer (simple non-malicious python scripts).

The stipulation is that I can't physically touch his computer in any way.

What I want to do is accesses his computer from mine, and install a remote controlling software (http://www.tightvnc.com/). Once I do this, I want to use it to write a python program on his computer.

Important info:

I have his email
He is running windows vista, as am I
We are on the same wireless Network

I know this is kind of an odd first question. However, this is with his consent and legal. This is for my education and amusement more than anything, any help would be greatly appreciated.

If this is in the wrong section, please move it.

It sounds like hacking to me, we do not provide any tutorial when it comes to hacking :)

Good luck.
