Computer Slowed to a crawl

I have a hp that is running vista home premium with 4 gig memory. It has slowed down to the point it takes 25 minutes to boot and is totally unfunctional. I have completelty reloaded the harddrive and this had no effect. Still slow. I assume that I have a hardwire issue. Motherboard, CPU, or memory. I did have my power supply go out right before this issue happened. Could my new power supply be causing this issue. I don't understand how that could be. I was able to run my diagnosic disk and it told me the memory, cpu and harddrive are ok. Any suggestions would be great. Thanks.

I'm not exactly sure what the problem is but if you had your power shut off to your pc while it was still running or some kind of surge that would cause an outage could have "blown" something on your mother board.
