Control windows memory allocation for a application user

I want allocate some memory which can be store files in a folder for a particular user (not Windows user) which is created by my application.
When he opens that folder then it should ask for password to open that folder and I can open it through my application (by giving password) for that user.

My Application may be any of this MS product.

1. VB 6 (or earlier versions)
2. VB.net
3. C++
4. C
5. VB 2005
6. C#.Net

Can any one point me, How to create that password protucted folder (or similar process like this)?

Not windows for users? So you need a server for that to set specific user accounts. You can set what users can access.

Okay, I want allocate some memory which can be store files and can access by only that user and cannot access by other user (Not even read access) in a server from my application.
I never expected a code, but need to know how it is in windows.
Can any one point me?
