Why i am not able to create CON folder in Windows?
The reason that you can not create a CON folder is that con is a reserved word as it is a deivice name.

con standards for console and is the device name of the keyboard and monitor.

You can not create a directory with the same name as a device, the list of device names I am aware of includes

con - console
com1 - serial port 1
com2 - serial port 2
com3 - serial port 3
com4 - serial port 4
com5 - serial port 5
com6 - serial port 6
com7 - serial port 7
com8 - serial port 8
com9 - serial port 9
prn - printer
aux - auxilary device

but there may be others. All these names are reserved and can not be directory names.
