windows coming up with no start button or icons

I have a laptop it boots normally to xp i chose a user the windows desktop comes up with no start button icons or anything.I tried to go into safe mode etc but nothing works help!

when did it start?
have u installed/uninstalled anything on your computer before all this?

try running Ad-Aware, maybe u got some spyware that might have messed up your registry or something else might have.

I'm not the only one to use the pc but as far as I am concerned nothing was installed .And the other users swear they did not but you know how that goes.I cannot get into any programs or settings bcz the only thing that comes up is the windows desktop background .I tried going into safe mode to run diagnostic software ,antivirus , etc but it does the same thing .Could this be a hardware issue? Any insight on this would be greatly appreciated
