Please tell us more about you hardware and operating system version. Otherwise, we know less than you do about your problem.
I've noticed that optical mice will tend to wonder around on irregularly colored surfaces (like pads with logos on them). They catch the edge of the logo and can't quite decide where they are. Moving the mouse slightly makes it stop.
With ball mice the problem usually occures when trying to move when the works are all gummed up with dust bunnies and grime.
There can be (but it's very rare) driver issues. Recently installing some software (or update) could produce this.

Sounds like you are using an optical mouse: this could be caused by either a low battery, or a bad surface. Try using the mouse on a mousepad, or a surfaces with a coarse image on it. Also try replacing the batteries if it is a wireless mouse.
