Problem to access Server

hello Techies..
I already placed in this forum but I did not get exact solution for my problem, we are using windows 2000 server and configuration is P-III 500Mhz processors (2), 512MB RAM.
when users try to access server some times they can not access or it's too slow, I checked in TCPview, there TIME_WAIT is keep on increasing and then users are not able to access, for that i reduced time to 30 seconds( changed in registry) now that restarting no of times is reduced, now also some times users repeating same, for this when I DISCONNECTED SERVER NETWORK CABLE for few seconds and then then users can access

I think it's not hardware configuration problem because in task manager the process is not touching 80% or more
I think it's tcp related configuration problem

what you people will say

please ask what you want to clarify this problem
