non alphanumeric keys problem

Sorry to intrude on your tech environment but I don't know where to look.
I am using a new computer (Windows XP professional) that will not print many of the non alphanumeric characters (such as tilde) to the screen unless I follow it with a spacebar. This is really confusing and frustrating as I work full time with keyboard shortcuts that use all the extra keys on the keyboard.
I am convinced that our tech has installed in some strange way but he doesn't know what he has done. Is there a configuration problem that I can fix?

I would be very grateful for any clues.

Actually, the technichal Windows discussions take place on the Windows Forum and email addresses are a no-no.

1. What kind of software/application are you using to print these characters?

2. Are you writing in a different language (such as Spanish for example)

3. Were you able to do it before and what operating system and software did you use before as opposed to now?
