To start off I'm currently using explorer and have no intention of switching to an alternative shell.

I've been trying to add a dropdown start menu to my context menu and have currently been failing misserably. Any advice?

Are you working on a website? If so you are trying to implement a drop down menu? Use Java, would be the simplest to implement, just find a template on the internet and modify it to your needs.
