lockups stop everything, including clock

What would cause WIndows 98 to freeze up periodicaly for about 10 seconds, locking keyboard, cursor and stopping the system clock?

Any program not behaving correctly.

Windows 98 (and 95) are not truely multi-tasking in the same way that NT, 2k and XP are. In 98 Windows relies on the program handing back control of the system to it so any program that has bad behaviour can lock the system.

In Windows NT, 2k and XP there is a proper task scheduler that alots processor time to programs and then takes control back when it needs to so if a program locks or crashes it does not bring down the whole of the rest of the system with it.
