Active directory: password reset service

Hello,
Can anyone suggest me the secure way to manage the password reset policies of the user in active directory. Does Microsoft,in its native tool, gives any facility to allow user to reset its password without calling the administrator.
Thanks

Hi dennis,
Thanks for your suggestion. I have followed the steps given in the link, but manual process is confusing and difficult.
I have also tried some communities but the result is not satisfactory for me.So,it would be perfect if you suggest me any utility tool which will solve my issue.
Thanks

"gives any facility to allow user to reset its password without calling the administrator"

This would not be a good idea if that is possible, beacause anyone can say:
Hi, my name is "davidconnor", can you reset my password?

Default for windows is press 'CTRL+ALT+DEL', and choose 'Change password'
