Access is not the right tool for web database work. A constrained form of web publication is available using Sharepoint services, but this limits the application to fairly simple tabular forms of data input and display.

Access is inherently a multi-user system, and you do not need web publication to get multi-user access. Access can be shared across a network using a split front end for the user interface and a separate linked set of back-end tables.
