Are article submissions for SEO a thing of the past?

Google's two most famous ever algorithm updates of recent times ( Panda and Penguin) have changed the landscape of SEO forever. The tactics that worked to help our website in the past no longer work to the same effect in these modern times.So, Should we use article submissions in these modern times?

Yes, its old an old practice. After Hummingbird algorithm update by Google, lot of article directories has been degraded.

So, don't follow.
