how to include static files like css, in django

can anybody help me with a clear guide to include static files(like css,img) in django(development only).there is help in official django documentation- https://docs.djangoproject.com/en/dev/howto/static-files/,
however i cant make it work,there is some help on the web but i couldn't get it.
