what does sql error 1040 mean?

SQL ERROR [ mysqli ]

I was trying to enter one of my favorite sites, but when i clicked on the link, this error kept showing up on my screen. It also said "too many connections." Why does this keep happening?

too many connections. Are multiple connections allowed for what you are doing? It could be your hosting service or maybe the way you have permissions set up. make sure you close the connection (mysql_close('database')) when done, make sure you can read, write and execute by checking with your host, and make sure that you are not on an awful shared host.
