Title says it all. just in general, if I were writing a program and needed to access a function/program in another language....how would I do that?

You can't unless they provide an API for you to do so. And it doesn't matter what the original language was, all the code is compiled to machine language anyways.

You will need to refer to the documentation of the third party program to see if any API was provided and how to call them.
