Error 3709 in ACCESS 2007 but not in ACCESS 2003

Hi

I have an application that is developed in ACCESS 2007 but runs in the ACCESS 2007 shell (Access 2007 runtime).

When I run it in the development environment it runs without any errors but when it runs under the production environment it returns error 3709.
I have tried this with several databases but with the same result.
