Dial a number and hang up as soon as its answered

Hi Everyone

Hoping we have some telephony guys in today... I want to make a fully automated VB app to be able to give a notification call to customers by ringing there phone from our office. I want to hang up immediately if the telephone is answered so as not to incur call charges (or at least as little as possible). Initially i want to do this via a modem.

Im assuming tapi would be used, does tapi have a feature which reports a call has been answered so i know to hang up?

Also, the information on the net seems to be contradictory, does TAPI also report when a line is busy, a line is disconnected etc etc
Can tapi 2 do this, or is Tapi 3 required, do you need to do wave processing for this?

The phone call is only a notification that the delivery van is outside there location...

then why not a call to inform the client and how you connect system to mobile device.
