Launching msoutlook editor on vb2k5

can i launch the msoutlook using vb.net with a selected file from a listbox as an attachment? example

c:\text1.txt will be automatically attached as an attachment and the recipient automatically filled

Yes that can be done.
There are a number of application which opens outlook with target id and subject.
eg..skype does this in case of any error report.
