I need help on how to deploy my window application with vb6?

I wrote a window based application that include database.
But i cant deploy the application to the user machine(system).
I used Application and Deployment Package that come with vb6.
But I realised that if the operating system that i used to compile the
application is newer verssion of operating system compire to the user of my
programe the programme wont run ( I mean if i compile in window xp service park 2,
the programme will not run in lower version of windows like xp service park1, window xp, window me etc.
IS THERE ANY WAY TO CORRECT THIS.
CAN I COMPILE MY APPLICATION WITHOUT USING PACKAGING AND DEPLOYMENT That COME WITH VB?

You can use third party tools like innosetup for the purpose.

I used innosetup, the programme installed on the client computer but if i want to run the programme it will popup mesagebox saying that the provider cannot be found.
