how we calculate system idle and use time

i want a to make a program in vb 6.0 in which i want to calculate the computer idle and use time
but i have no idea from where i start and what type of coding i will use
please give me some idea about this program

There is an API to find out for how long windows is running.

Try to find out that. I don't rememeber the name now.
