Permissions issue on windows XP

I have a user who is running window XP sp2 and has IE7 installed.

They download and install my vb 6 program. When they run the program for the first time, the software saves a bunch of configuration files to unique locations due to the nature of the software.

One of the locations is the User's Folders area that has the folder "All Users/Application Data." On all other machines, xp and vista machines, this works fine.

When it comes to this particular computer, the software throws an error that I have tracked down to a permissions issue. For whatever reason, the computer is not letting the program write to that All Users / Applications Data folder. Typically, my software creates it's own folder under there and then adds files appropriately. The folder is not being created by the software and thus the files can't be saved either.

Any ideas? I've tried modifying the ie7 download restrictions and using the "unblock" feature on properties after the file is downloaded but the error still occurs.
