How to find of the tangent of a pixel(s) ?

Hi all programmers!

I use VB6.0 for this project. I have a picture (a signature) in a pictureBox and I need to set the x-axis of the coordinate system there the picture contains the most pixels with a horizontal-tangent. That means, I want to find the line where the most pixels have their tangent pararell to x-axis.
Can anyone help me and give me an idea?
Can Fourier and Laplace transformation be useful for this solution?

A pixel doesn't have a tangent. What do you mean?
