429 ActiveX component can't create object

We have a program which we migrated from our other Windows 2003 to this new Windows 2003 server.

The program would go to the website and grab images and download those image into our image directory.

Since we made the swtich the programs gives an error "429 ActiveX component can't create object".

Can anyone please help.
