I dont think there's a function in VB that does that, anyway i will register here for interest, in case someone knows an easy way. (other than having a bunch of wavs with syllables or a trained parrot near the computer that will read when you clic its head)

If you don't already have the Microsoft Speech SDK, you can download it completely free of charge from Microsoft's website.
Be warned though, it's not a small download!

When you've installed it, you'll be able to look at several VB6 examples it comes with. I know it works perfectly well, I use it here:

http://robbi-985.homeip.net:8000/speech_transfer.html

You'll find the examples in, for example:
C:\Program Files\Microsoft Speech SDK 5.1\Samples\VB
(Obviously depends on where you install it though.)
There are a load of folders with working VB6 projects there for you to feast on.

Note that you can also use the Speech SDK for speech recognition, not just text-to-speech.

Yes, I said, download the SDK and you can find working examples on how to do that in VB6.
In the examples, they make it speak what's in a textbox, so it should be easy to adapt.

EDIT: The Search feature on Microsoft's web site isn't giving back a working link to the Speech SDK, so here is a working one:
