The specific details will depend on what version of VB you have. But VB generally comes with a "Package and Deployment wizard". The name of it might vary between versions, too.
If you don't like the one supplied, there are tons of third-party products, such as InstallShield, for creating installations.
One point, though. I think you will most likely find with any version of VB that you do need to compile it to an EXE file before distributing it. (I use quite an old version, so can't be certain on this point.)
