Open command?

I know in VB Express there's a command that can basically open anything exe any file just give the path. Now I've been looking around to see if there was a command or maybe an API for this all-in-one wonder... I could even use it like this and instead of a file path put "www.website.com" and it would open up a website. I seem to only be able to find code for just opening up exes or just opening up certain files and JUST opening up websites... help please.
