ActiveX component can not create object

' The popup menu object:
Private WithEvents m_cMenu As cPopupMenu

lIndex = m_cMenu.ShowPopupMenu(btnAnimate.left, btnAnimate.tOp, btnAnimate.left, btnAnimate.tOp, Me.ScaleWidth - btnAnimate.left - btnAnimate.Width, btnAnimate.tOp + btnAnimate.Height, False)

I have added the dll which is related to this popup menu through the references, but the error shows me:

ActiveX component can not create object !!
