how can i get the meanings of the terms usually used in visual basic programming?

I would prefer that you better get your MSDN installed(in case you have not). Just search your terms in the index and you get to know what you want.
or just google the term and see you will get plenty of results.

It will be difficult to get a online reference manual. Better that you have MSDN installed that would help you a lot.
