Seeing Background Images in ReportViewer

I am trying to make the background image work in ReportViewer TextBoxes.

I want to use External picture files and I have a field on a form that contains the path to the file, including the file name and extension.

I have enabled ExternalFiles as True in the Reports Form. All I seem to get when I run the report is a Red X where a picture should be in a picture frame, or just a blank background in a TextBox that I have put a background image into.

No errors are being reported. Also when I put the path to the picture from the database into the "value" box of the picture, the Red X turns to a small picture on the report design form. That seems to tell me that the path to the picture has been found and is OK.

Seems like there must be something simple that I am overlooking!
