TimeSync?

I'm working on a strange kind of clock that works in intervals of .864 seconds and it must sync with GMT. From what I can tell with that interval the timer event will happen 100000 times in a day but must start at 0 at 12:00 GMT. I have it all set up except for the timesync. I can sync it with my own time (-5) but I want it to work in other time zones. I will settle for a drop down menu of time zones but I don't know how to make sure it is accurate (unless you can trigger the windows time server check). I know it sounds strange but I just need to find GMT and convert it.
