Novice VB user needs help to create a program

Hi anyone who could help me here would be great, ive been asked to create a program that will allow a list of 5 users log into a program taking the user name and password from a text file, once that has been done it will make a form appear with a simple program that will allow the user to answer 5 questions chosen from a list of 20 created questions also in form of a text file. I have already created the list box with users but its just getting VB to check the info from the text file and allow the form to appear. Im probably not explaining this well enough but i have been at this all day without any joy yet.. Thankyou for any help :)
