screen update events?

I am working on a screen capture program to capture video. I have
found that occasionally it would be better instead of capturing video
at X many frames per second to only record the frames that change to
make a smooth video. Certain streaming videos, video conferencing
software and webcams will send a lot of frames in a burst and then no
frames for a while. What type of event can I trap to determine if
something has changed in a region on the screen to see if the program
should capture or not? Any ideas appreciated!
