lowest cost entry software?

Hello,

I would like to get into programming for Windows but am confused as to
the best/lwoest price way to start. I am looking for software which
would licence me to sell the code.

What is the lowest price entry software for Microsoft software?

Borland's Delphi 2005 seems to start at the Professional version
costing around 750 UK pounds ($1000) - this seems very expensive? have
I got this right?

Would appreciate some help here!

Check around for VB6 Learning Edition - usually around $100, less on ebay
and the like.
