IE Throughput monitor using VB5/6

I am after a small prog which will monitor the amount of downloaded data
into my Internet Explorer v6 and Outlook Express (XP Pro SP1). I need this
to keep track so I do not exceed my download limits.

To start with I am after a small window which would sit discreetly in a
corner (always on top) and simply display a numerical percentage, based on
2GB value of received data.

As a bonus, it would be nice if it started/quitted automatically, but as the
limits are calculated monthly, it would have to save any value to a file on
quitting, and reload it on start and reset when required.

Ideas and pointers? Any help appreciated.
