RegisterDatabase fails...

I am trying to programmatically create a DSN using DAO (I gave up trying to
do it wihout DAO). I am using the line

DBEngine.RegisterDatabase "Test DSN", "Microsoft Access Driver", False,
"Database=C:\Temp\Text.mdb"
I get a message that the Access Setup Routine files are missing. I have
MDAC 2.7 installed and DAO 3.6. What am I missing or is my code wrong?
