Locking the Screen

How would I lock a screen so that the task manager could not even be
accessable. We are writing a security program with swipe cards and want to
make 2000/xp so that they could only unclock the screen with the right
password- or even integrate in with the login?

i.e.:

Login: username
Password: xxx1234
Key: 1234zzz

(We want a 3rd option) any ideas?
