How to deploy a VB.NET Project For Excel Automation?

I have created a VB.NET program using VS2010 that opens 6 spread sheets in two instances of excel and runs macros in the .xlsm workbooks. This program Works perfect when I run it in the VS2010 runtime environment. When I go to install the program I get the following install errors:

Application cannot be started -

Any ideas what could be keeping this project from being installed?
