ConfigurationManager issue

I have an application that was built in vb.net 2.0. The application makes
use of an object that reads from the configuration file (using
ConfigurationManager.GetSection()). This application worked fine previously
on all machines.

I did some editing of some code that makes use of the configuration object.
When I run this code in the Visual Studio 2005 IDE, it works perfectly. When
I run this code from outside the IDE on my machine (from either in the bin
directory or the install path), the ConfigurationManager.GetSection("path")
returns Nothing. However, when running the code on any other machine outside
of my own, it works fine.

The most noticeable difference between my machine and the others is mine is
a 64 bit machine. However, as previously stated, this was working fine on
this machine before, and also continues to work from within the IDE. If I do
a build from a 32-bit machine, it continues to give errors on my 64-bit
machine. I am really perplexed on this one and at wit's end. Anyone have any
suggestions?
