I wouldn't turn the caps lock on, I'd just capitalize all the letters
in the textbox.

Never control the users keyboard, post process the key input in your
control... such making it caps in the key press or keydown even or use title
caseing from the current threading context's textinfo's titlecase member on
the text changed even in the textbox control
