Scheduled Task results in 0xe0434fd

I have a scheduled task that loads a clasic asp page, scrapes the
screen and sends an email. When launched manually or when the task
kicks off when someone is logged in, it runs fine. When no one is
logged in, I get the last result of 0xe0434fd and nothing happens. I
have seen a few people report this issue but can't find a valid fix.
It's running on W2k3 R2 Standard wih SP1.
