apps can't be run from network drive

I have several 2003 apps and several more 2005 apps that folks run from
a network drive.

To get these to run back when I put these out there over a year ago I
had to:

For 2003 apps: go into Start/Control Panel/Administrative
Tools/Microsoft .NET Framework 1.1 Wizards, then Adjust .NET Security,
then Make changes to this computer, then set Local Intranet to Full Trust

For 2005 apps:
In a DOS window cd to c:\Windows\Microsoft.NET\Framework\v2.0.50727 and
run caspol -m -cg 1.2 FullTrust

Recently we've added a few people and a couple have wanted to run these
apps. I go through the steps above and add the icons to their desktop
pointing to the network drive exe just like on all the other computers.
BUT, they still get the message The publisher could not be verified.
Are you sure you want to run this software? Even if I click ok it comes
up with an error The application attempted to preform an operation not
allowed by the security policy....

What else should I be looking for to figure out why this is happening?????

The pcs the programs have been running on continue to work fine.

I got it. The newer machines have IE7. Had to uncheck automatically
detect intranet network in Internet properties / local intranet / sites
