RAW audio file to WAV

Hi all,

I have a 16-bit PCM 8000khz mono RAW file ... are there any APIs in .NET or
DirectX which I can use to append a standard WAV header to the file?

I guess I can always write out the bytes, but would be nice if I could just
load the file, set a couple properties, and save?
