Items being re-installed on program startup

Not sure if this si something obvious that I should be seeing the
answer easily. I have written a labelling application in vb.net 2003 -
works well. I would like to distribute some sample Word labels with it
- no problem, I go ahead and add these as files in the relevant
directory - let us say textfiles.

Problem - users may not like these samples and decide to delete them.
On deleteing them, when the program runs the next time, goes seraching
for the installation and re-installs them. Have I missed a setting
here?? Is there something obvious?? With the users that I have in mind
it will be very difficult to tell them to download the label examples
and install them to directory X.
