Commenting functions

I am using Visual Studio 2005 to develop .NET Compact Framework 2.0
applications, some targetting Windows Mobile 2003 SDK, other WM 5.0.

On some projects, when I type three single quotes, the IDE automatically
creates the placeholders to comment the function, as expected, but on other
projects, I can't make this work, the IDE doesn't seem to recognize the '''
hint...

Any hints on what may be preventing this to work always as it should?
