Problem on VS2003 Setup Project for Vista

I had written a COM setup project by VS2003 VB.NET, which work
properly in Windows 2000 and Windows XP with framework 1.1

I have just tried to intall the msi in vista and the msi told me that
framework 1.1 is missing.
But When I install the framework 1.1 package from microsoft, vista
prompt me that it is already installed.

I have tried to write another standalone application by VS2003 with
framework 1.1,
this application can run properly in vista.

Pleave advise me that how to solve the "Setup project" problem.
