Scope in VB.NET web sites

I am working on a Web sitethat uses multiple user controls which are
put in placeholders. There is a common code folder with classes which
are used throughout the site. In VS2003 there was no problem with
scope and all the controls could see the common classes but in 2005
some do and some do not. I am really at a lost. Any ideas or
suggestions?
