Normally you buy a piece of hardware "the barcode reader" and this provides
an interface to your software ( mostly a COM or .Net assembly ) or at
least the specs how to read the info scanned by the device . some devices
behave as if they are a keyboard

I have scanned high-resolution TIFF files with barcodes CODE-128 on
it. That's why I am looking for software to read (ocr) barcodes from
files.

there are some third party tools like VintaSoft TWAIN and VintaSoft TWAIN
that have this capability. Or, another one i know of is Atalsoft dotTwain.
