Dropping controls on webform

In Visual Studio 2005, it seems that at one time (I am sure it was true in
VS 2003) I could place a control exactly where I wanted it on a form in one
step. However, for quite some time when I drop a control on a form it goes
to the upper left hand corner and then I have to move it to the position I
want. How do I change this?

Second, I have just started working with AJAX, and when I place the AJAX
controls on the form I cannot move them at all. I cannot resize the
UpdatePanel. Is there a setting to change this?

That should have read on a webform. These are asp.net applications and not
desktop applications.
